Each Elite Specialization requires 250 Hero Points to unlock fully. So only 25 HoT/PoF HPs for one or 50 HPs for both. If you choose pursuing an Open World route for your HPs, with both HoT and PoF you can find in LFG groups who will be doing HP Trains in their respective maps.
Specializations . Guardians have five core specializations and three elite specializations. Core Zeal β€” Focuses on increasing strike damage, improving symbols, and applying vulnerability. May enhance greatsword, scepter and spirit weapon skills. Radiance β€” Focuses on burning, critical hits and resolution; based on Virtue of Justice.

To put some actual numbers behind the "you can always get enough of those", there's currently enough hero/skill points in the game to fully unlock four elite specs (subclasses) with a few spare to start unlocking a fifth. Considering there's only three elite specs in the game right now, there's more than enough for you to change your build around.

Light yourself ablaze, burning off conditions and creating a fire field around you that follows you and burns enemies caught inside it. When the field expires, it explodes, dealing damage and applying more burning to foes around you. Blaze Breaker is a strong offensive skill that hits multiple times and can rapidly stack burning on groups of foes.
